Zprvu jsem byl projektantem, chv\u00edli tak\u00e9 statikem, d\u00e1le technick\u00fdm dozorem. Nicm\u00e9n\u011b v&nbsp;posledn\u00edch letech jsem p\u0159\u00edprav\u00e1\u0159em staveb, tak\u017ee na starosti m\u00e1m tvorbu rozpo\u010dt\u016f, pot\u00e9 zaji\u0161t\u011bn\u00ed materi\u00e1l\u016f a&nbsp;subdodavatel\u016f, n\u011bkdy i&nbsp;fakturace. Na\u0161e firma je st\u0159edn\u00ed velikosti, s\u00eddl\u00ed na Plze\u0148sku, ale stav\u00edme nap\u0159\u00edklad i&nbsp;v Praze. Hlavn\u00ed n\u00e1pln\u00ed je v\u00fdstavba bytov\u00fdch dom\u016f.<\/p>\n\n\n\n<p>Uzn\u00e1v\u00e1m. Kdy\u017e si na internetu najdu nab\u00eddku byt\u016f, t\u0159eba i&nbsp;p\u0159\u00edmo z&nbsp;na\u0161\u00ed \u201ed\u00edlny\u201c, zhroz\u00edm se.<\/p>\n\n\n\n<p><em>6&nbsp;300&nbsp;000,- za 3kk defacto na vesnici? Na to bych \u0161et\u0159il 55&nbsp;let!<\/em><\/p>\n\n\n\n<p>A pak jsem obvykle nevrl\u00fd, nebo dokonce brbl\u00e1m. Ostatn\u011b dnes m\u011b n\u011bjak\u00fd p\u00e1n na\u0159knul z&nbsp;p\u0159esp\u0159\u00edli\u0161n\u00e9 negativity, a&nbsp;proto jsem se nad sebou kone\u010dn\u011b v\u00e1\u017en\u011b zamyslel. A&nbsp;nejen nad sebou. Prost\u011b i&nbsp;nad t\u00edm drah\u00fdm bydlen\u00edm\u2026<\/p>\n\n\n\n<p>Jak tedy zlevnit v\u00fdstavbu? Deregulac\u00ed nebo sp\u00ed\u0161e st\u00e1tem \u0159\u00edzenou v\u00fdstavbou? A&nbsp;jak se vlastn\u011b tvo\u0159\u00ed cena bytov\u00e9ho domu? Nejd\u0159\u00edve zkus\u00edm nast\u00ednit, v&nbsp;jak\u00fdch mantinelech se vlastn\u011b pohybujeme.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Kolik procent z&nbsp;ceny bytu d\u011bl\u00e1 samotn\u00e1 v\u00fdstavba domu v\u010detn\u011b mar\u017ee stavebn\u00ed firmy?<\/h3>\n\n\n\n<p>V Plze\u0148sk\u00e9m kraji je to plus m\u00ednus cirka 50%. Tu druhou polovinu v\u00e1m dopln\u00ed hlavn\u011b cena pozemku, projektu, zas\u00ed\u0165ov\u00e1n\u00ed, \u0159e\u0161en\u00ed napojen\u00ed na komunikace, \u010dinnost a&nbsp;zisk developera, \u00faroky z&nbsp;p\u016fj\u010dky, poji\u0161t\u011bn\u00ed, atd. <strong>A&nbsp;tak\u00e9 vedlej\u0161\u00ed n\u00e1klady spojen\u00e9 s&nbsp;po\u017eadavky m\u011bsta.<\/strong><\/p>\n\n\n\n<p><strong>Nap\u0159\u00edklad:<\/strong> \u201eAno, pane developere, dovol\u00edme v\u00e1m postavit bytov\u00fd d\u016fm, ale vy k&nbsp;n\u011bmu dod\u00e1te certifikovan\u00e9 d\u011btsk\u00e9 h\u0159i\u0161t\u011b v&nbsp;hodnot\u011b p\u016fl milionu a&nbsp;patn\u00e1ct lavi\u010dek od t\u00e9hle firmy (a neptejte se m\u011b, pro\u010d zrovna od t\u00e9hle!). A&nbsp;chci kabel pro budouc\u00ed kamerov\u00fd syst\u00e9m! A&nbsp;200&nbsp;strom\u016f, 15&nbsp;000&nbsp;ke\u0159\u016f a&nbsp;budete se o&nbsp;n\u011b t\u0159i roky starat, co\u017e sice vyjde na mili\u00f3n, ale vy to prost\u011b pro na\u0161e m\u011bsto ud\u011bl\u00e1te! Jinak nestav\u00edte!\u201c<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"\/\/d8-a.sdn.cz\/d_8\/c_imgrestricted_od_A\/nPSV1TXV2nD0izvz3EYtsMB\/8552\/starosta-vystavba.jpeg?fl=cro,0,0,512,512|res,600,,3\" alt=\"\"\/><\/figure>\n\n\n\n<p>Tu lanovou pyramidu za p\u016fl mega tam prost\u011b dod\u00e1te!<\/p>\n\n\n\n<p>Leckomu by se mohlo zd\u00e1t, \u017ee fikan\u00fd \u00fa\u0159edn\u00edk nad hami\u017enou firmou bravurn\u011b vyzr\u00e1l. Ale praxe cenotvorby je n\u00e1sleduj\u00edc\u00ed. J\u00e1 na ty stromky se\u017eenu zahradn\u00edka a&nbsp;k jeho mar\u017ei p\u0159id\u00e1m mar\u017ei na\u0161\u00ed. V\u00fdslednou cenu pot\u00e9 zahrnu do rozpo\u010dtu. Bum, je to v&nbsp;cen\u011b bytu. Nav\u00edc s&nbsp;ob\u011bma mar\u017eemi.<\/p>\n\n\n\n<p><strong>\u0158e\u0161en\u00ed:<\/strong><\/p>\n\n\n\n<p>Nechte pros\u00edm \u201ekr\u00e1sno\u201c na architektech. Nezasahujte do jejich pr\u00e1ce, beztak tomu nerozum\u00edte. A&nbsp;pokud p\u0159esto nap\u0159\u00edklad pan starosta trv\u00e1 na tom, \u017ee lokalita mus\u00ed b\u00fdt vymazlen\u011bj\u0161\u00ed ne\u017e od architekta? Nech\u0165 si ty zahradn\u00edky objedn\u00e1 s\u00e1m. Bude platit jen jednu mar\u017ei a&nbsp;alespo\u0148 uvid\u00ed, kolik to re\u00e1ln\u011b stoj\u00ed. T\u0159eba pak i&nbsp;bude hospoda\u0159it l\u00e9pe\u2026<\/p>\n\n\n\n<p>Ach jo, u\u017e zase brbl\u00e1m. Honem n\u011bco pozitivn\u00edho!<\/p>\n\n\n\n<p>Napad\u00e1 m\u011b nap\u0159\u00edklad PR akce: <strong>kup d\u016fm, zasa\u010f strom<\/strong>. U&nbsp;startovac\u00edch dom\u016f, \u0159ekn\u011bme pro mlad\u00e9 rodiny, by si lid\u00e9 ke ka\u017ed\u00e9mu bytu vybrali jeden stromek. Pojmenovali by ho a&nbsp;zasadili na vybran\u00e9 m\u00edsto. Z\u00e1bavn\u00e9, sbli\u017euj\u00edc\u00ed, ekologick\u00e9.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Digitalizace<\/h3>\n\n\n\n<p>V kancel\u00e1\u0159i b\u00fdv\u00e1m obvykle zavalen pap\u00edry.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"\/\/d8-a.sdn.cz\/d_8\/c_imgrestricted_od_A\/kBlLbSfl8C2TnDj8EYwLEZ\/26ca\/digitalizace-stavebnictvi-kancelar.jpeg?fl=cro,0,0,512,512|res,600,,3\" alt=\"\"\/><\/figure>\n\n\n\n<p>Digitalizaci bych fakt uv\u00edtal<\/p>\n\n\n\n<p>Ano, \u010d\u00e1st pracovn\u00ed doby mus\u00edm zevlovat v&nbsp;nesmysln\u00fdch lejstrech. Respektive u&nbsp;ka\u017ed\u00e9ho tendru lousk\u00e1m s\u00e1hodlouh\u00fd soupis po\u017eadavk\u016f, co v\u0161e mus\u00edm dolo\u017eit. Nap\u0159\u00edklad n\u011bkolikr\u00e1t jsem sh\u00e1n\u011bl maturitn\u00ed vysv\u011bd\u010den\u00ed stavbyvedouc\u00edho, a\u010dkoliv se sout\u011b\u017eilo&nbsp;pouh\u00e9 zateplen\u00ed. Ehm\u2026 K&nbsp;\u010demu pot\u0159ebuje \u00fa\u0159edn\u00edk v\u011bd\u011bt, \u017ee m\u011bl Lu\u010fan dvojku z&nbsp;\u010d\u00e9diny? V\u00edm, m\u016f\u017ee se to zd\u00e1t jako malichernost, ale hodina moj\u00ed pr\u00e1ce stoj\u00ed 500k\u010d, a&nbsp;op\u011bt se p\u0159en\u00e1\u0161\u00ed do re\u017eie firmy, tud\u00ed\u017e i&nbsp;do ceny bytu\u2026<\/p>\n\n\n\n<p><strong>\u0158e\u0161en\u00ed:<\/strong><\/p>\n\n\n\n<p>Jednou ro\u010dn\u011b stavebn\u00ed firma dolo\u017e\u00ed beztrestnost, bezdlu\u017enost, certifik\u00e1ty, v\u00fdpis z&nbsp;obchodn\u00edho rejst\u0159\u00edku a&nbsp;podobn\u011b, na\u010de\u017e dostane QR k\u00f3d, \u017ee je v&nbsp;pohod\u011b. A&nbsp;tento k\u00f3d j\u00e1 frknu ke ka\u017ed\u00e9 nab\u00eddce m\u00edsto dokl\u00e1d\u00e1n\u00ed \u0161tosu lejster.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Deregulace<\/h3>\n\n\n\n<p>P\u016fvodn\u011b jsem cht\u011bl napsat, \u017ee n\u00e1roky na kvalitu se neust\u00e1le zvy\u0161uj\u00ed, ale rad\u011bji to nap\u00ed\u0161i jinak\u2026 N\u00e1roky na technick\u00e9 parametry stavby se zvy\u0161uj\u00ed.<\/p>\n\n\n\n<p>J\u00e1 jsem vyr\u016fstal v&nbsp;posledn\u00edm pat\u0159e \u010dty\u0159podla\u017en\u00ed bytovky, kterou si plze\u0148\u0161t\u00ed d\u011bdov\u00e9 stav\u011bli doslova sv\u00e9pomoc\u00ed. Ten d\u016fm pochopiteln\u011b nem\u011bl v\u00fdtah. P\u0159esto st\u00e1le stoj\u00ed a&nbsp;pokud byste kolem n\u011bj \u0161li (v Plzni, v&nbsp;ulici Alej Svobody), ur\u010dit\u011b byste o&nbsp;n\u011bm ne\u0159ekli, \u017ee je \u0161patn\u00fd. Na\u0161i p\u0159edkov\u00e9 se obe\u0161li bez pap\u00edrov\u00e1n\u00ed a&nbsp;bez dvacetikilov\u00fdch projekt\u016f, p\u0159esto jsou jejich stavby mnohdy hodnotn\u011bj\u0161\u00ed ne\u017e ty sou\u010dasn\u00e9, budovan\u00e9 v&nbsp;souladu s&nbsp;tis\u00edcovkami p\u0159epis\u016f.<\/p>\n\n\n\n<p><strong>\u0158e\u0161en\u00ed:<\/strong><\/p>\n\n\n\n<p>Pro odv\u00e1\u017elivce\u2026 Umo\u017enit zalo\u017een\u00ed jak\u00fdchsi \u201estavebn\u00edch spolk\u016f\u201c. Tyto spolky by si za p\u0159edem stanoven\u00fd pen\u00edz mohly vybrat z&nbsp;n\u011bkolika lokalit a&nbsp;z&nbsp;cirka 20ti typizovan\u00fdch projekt\u016f. Za dohledu technick\u00e9ho dozoru byste stav\u011bli podobn\u011b, jak to d\u011bl\u00e1vali na\u0161i d\u011bdov\u00e9. S&nbsp;p\u0159ihl\u00e9dnut\u00edm k&nbsp;cen\u011b pozemku by v\u00e1s potom byt 3kk, v&nbsp;plo\u0161e asi tak 80m2, vy\u0161el na n\u011bjak\u00fdch 1&nbsp;500&nbsp;000,- Ale trochu by to bolelo.<\/p>\n\n\n\n<p>Pro ostatn\u00ed (neodv\u00e1\u017elivce)\u2026 prost\u011b ru\u0161it a&nbsp;zm\u00edr\u0148ovat regulace.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Zlevn\u011bn\u00ed ceny pr\u00e1ce<\/h3>\n\n\n\n<p>P\u0159ed p\u011btadvaceti lety jsem chod\u00edval na brig\u00e1dy do stavebn\u00edch firem. V\u017edy tam byl n\u011bjak\u00fd Lojza, co um\u011bl zalo\u017eit zdivo, nebo v\u00fdborn\u00fd om\u00edtk\u00e1\u0159 Rom\u010da. Dnes je situace \u00fapln\u011b jin\u00e1. Odbornost miz\u00ed, \u0161ikovn\u00ed zedn\u00edci jsou v&nbsp;d\u016fchodov\u00e9m v\u011bku a&nbsp;nov\u00ed nep\u0159ich\u00e1zej\u00ed. U\u017e neplat\u00ed souslov\u00ed zlat\u00e9 \u010desk\u00e9 ru\u010di\u010dky. Tud\u00ed\u017e cena alespo\u0148 jak\u017e tak\u017e kvalitn\u00ed pr\u00e1ce se enormn\u011b zvy\u0161uje.<\/p>\n\n\n\n<p>Vlastn\u011b u\u017e dnes, kdybyste byli dob\u0159\u00ed \u0159emesln\u00edci a&nbsp;cht\u011bli pracovat (sami na sebe), vyd\u011bl\u00e1te si v\u00edc ne\u017e kdejak\u00fd pr\u00e1vn\u00edk \u010di aj\u0165\u00e1k. Ostatn\u011b kdy\u017e p\u0159ij\u00ed\u017ed\u00edm na stavby, tak ty zaparkovan\u00e9 bavor\u00e1ky fakt nejsou rozpo\u010dt\u00e1\u0159\u016f nebo projektant\u016f. Ano, je to kontroverzn\u00ed, ale zpoplatnil bych v\u0161emo\u017en\u00e9 \u010dam\u010dology, \u017evanily a&nbsp;r\u016fzn\u00e1 opakov\u00e1tka stokr\u00e1t vy\u0159\u010den\u00e9ho. Poctiv\u00e9mu \u0159emeslu bych naopak navr\u00e1til respekt. M\u011bjme \u0159emesln\u00edky, kte\u0159\u00ed budou schopni pracovat sami na sebe, kte\u0159\u00ed se mohou rozv\u00edjet a&nbsp;posl\u00e9ze i&nbsp;zakl\u00e1dat firmy. Dobr\u00fd \u0159emesln\u00edk je mnohem cenn\u011bj\u0161\u00ed ne\u017e dobr\u00fd politolog. Pardon za ten n\u00e1zor\u2026<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">St\u00e1tem \u0159\u00edzen\u00e1 v\u00fdstavba<\/h3>\n\n\n\n<p>Ziskovost na\u0161\u00ed firmy samoz\u0159ejm\u011b nemohu prozradit, ale pr\u016fm\u011brn\u011b v&nbsp;\u010cesk\u00e9 republice to bude n\u011bco kolem 2-5%. Tak\u017ee obejit\u00edm soukrom\u00fdch stavebn\u00edch firem by se opravdu tit\u011brn\u011b u\u0161et\u0159ilo, ale&nbsp;jen za p\u0159edpokladu, \u017ee by je nahradil st\u00e1tn\u00ed podnik, kter\u00fd bude fungovat naprosto dokonale a&nbsp;nikdo ho nevytuneluje. Tomu nev\u011b\u0159\u00edm.<\/p>\n\n\n\n<p>Ka\u017edop\u00e1dn\u011b dal by se obej\u00edt alespo\u0148 developer.<\/p>\n\n\n\n<p>Ale pozor\u2026 Jsou develope\u0159i, kte\u0159\u00ed na v\u00fdstavb\u011b vyd\u011blaj\u00ed, jen\u017ee pak jsou tu i&nbsp;ti, co prod\u011blaj\u00ed, ne\u0159kuli zkrachuj\u00ed\u2026 Je to byznys zna\u010dn\u011b riskantn\u00ed, vy\u017eaduj\u00edc\u00ed vstupn\u00ed kapit\u00e1l nebo \u00faro\u010denou p\u016fj\u010dku. A&nbsp;v neposledn\u00ed \u0159ad\u011b k&nbsp;tomu pot\u0159ebujete schopn\u00e9 lidi. Jak jinak. U\u017e zase. Sou\u010dasn\u00ed \u201e\u00fasp\u011b\u0161n\u00ed\u201c develope\u0159i zkr\u00e1tka maj\u00ed vybudovanou a&nbsp;optimalizovanou organiza\u010dn\u00ed strukturu, co\u017e nen\u00ed baterie standardn\u00edch \u00fa\u0159edn\u00edk\u016f s&nbsp;n\u00e1loketn\u00edky, kte\u0159\u00ed maj\u00ed na oraz\u00edtkov\u00e1n\u00ed pap\u00edru t\u0159icet dn\u00ed.<\/p>\n\n\n\n<p><strong>\u0158e\u0161en\u00ed:<\/strong><\/p>\n\n\n\n<p>St\u00e1tem \u0159\u00edzen\u00e1 v\u00fdstavba se m\u016f\u017ee zkusit, a&nbsp;to obejit\u00edm developer\u016f s&nbsp;tendrov\u00e1n\u00edm soukrom\u00fdch stavebn\u00edch firem. Ov\u0161em mana\u017eer, kter\u00fd by to cht\u011bl spustit, mus\u00ed b\u00fdt extra t\u0159\u00edda.<\/p>\n\n\n\n<p>Na z\u00e1v\u011br jsem tedy zcela logicky po\u017e\u00e1dal um\u011blou inteligenci, aby navrhla \u0161est nejlep\u0161\u00edch mana\u017eer\u016f sv\u011bta, p\u0159i\u010dem\u017e jeden z&nbsp;nich to pr\u00fd nepochybn\u011b dok\u00e1\u017ee.
